The PPP Book has been written to help people that are new to PPP and also those that wish to broaden their knowledge of the subject. It is based on extensive international experience of the team at Altra Capital who have been devising and implementing PPP strategies since modern PPP began more than 20 years ago. < PPP has seen many changes and The PPP Book benefits from that intimate involvement in its evolution. The PPP Book passes on some of our knowledge and experience. The reader will develop an awareness of the principles that make the difference between success and failure: principles that procuring authorities, project sponsors and those practitioners that advise both should be familiar with before embarking on any programme of PPPs. Alas, whilst PPP is widely talked about it is also for the most part misunderstood. Even though there are some first-rate advisors, there are many others who fail to understand the profoundly different characteristics of PPP and those of traditional public procurement. To succeed it is imperative to be aware of the principles that set PPP apart. Widespread inadequate basic education about PPP has created ambiguity in many countries and among many officials, resulting in failure or disappointment; both can and should be avoided. The PPP Book does not try to make its readers into financiers, lawyers, project managers, engineers, contractors or operators; those disciplines are for universities and professional bodies to teach and require years of study followed by first-rate applied experience. In The PPP Book we look at PPP from end-to-end and in so doing we address some of the myths that surround the subject, rectify some problematic opinions about PPP, simplify some seemingly impenetrable material and correct some of the imperfect counselling that is all too common and comes from advisors with limited experience; advisors who have generally developed an interpretation of PPP without being familiar with the whole story.
